Pre-authorized payments

Option 1 - Monthly plan

Automatically deducted from your account between the 28th and 31st of each month.

Option 2 - Regular plan 

Automatically deducted from your account on the due date indicated on the invoice for the months of March, May, August and October.

A fee of 1.25% is added monthly to outstanding balances on the first day of each month. 

To enroll in one of these plans, please complete the Pre-Authorized Payment application form.

Through your financial institution

Most financial institutions offer this option via the Internet, telephone and/or in person. Please ensure that you have the following information to make your payment:

  • Add Municipalité de Casselman as supplier.
  • Enter your cadastral number:
    • 19 digits for property tax payments
    • 12 digits for water and sewer payments
  • Make a note of the reference number once you have made your payment and keep it for your records. Please allow 5 working days for payment processing.

At City Hall

We accept cash, debit card, personal cheques, post-dated cheques, certified cheques, money orders and bank drafts.

Additional tax details

Tax bills are issued twice a year, with the option of payment in 2 instalments. The first invoice (interim invoice) is based on forecasts, since the budget and tax rate have not yet been adopted. Payment dates are between March 28 and 31 and May 28 and 31.

The 2 payment dates for the second (final) invoice are August 28-31 and October 28-31.

Supplementary tax bills are issued in November with 2 payment options between November 28 and 31 and December 28 and 31.  Supplementary tax bills are required for new construction and for properties that have undergone renovations during the year. The municipality receives the assessments made during the year by the Municipal Property Assessment Corporation before their October 31 fiscal year-end. 

Understanding your water and sewerage bill

Your water and sewer bill includes the following items:

  • Water treatment and distribution costs
  • Water consumption costs
  • Wastewater management costs (sewer construction and maintenance)
  • Cost of wastewater quantity

If your property is not connected to the sewer system, you will not be billed for this service.

Water meter

The Municipality of Casselman uses water meters to bill users according to the volume of water they use. The volume of wastewater is based on the volume of drinking water consumed. The unit of measurement is the cubic metre, equivalent to 1,000 liters.

Water meter reading

We read the meters four times a year: in March, June, September and December. The difference between two consecutive meter readings represents the amount of water used.

If the meter reader is unable to read your meter because it is inaccessible or because of equipment failure, he will leave a door hanger asking you to call to make an appointment.

How do I read my water meter?

Your water meter reads like a car odometer, from left to right. The water meter is usually located in the basement. If you can't find it, call us. Your file may contain information on the location of your meter.

Water meter accuracy

Although the cost of water meters is the responsibility of the customer, water meters remain the property of the Municipality of Casselman and will be maintained and/or replaced when necessary by the Municipality of Casselman at the owner's expense.

Each owner must provide reasonable access to the property and buildings served, if necessary, to test the operation of a water meter and the accuracy of its readings.

Any owner may, upon written request to the Municipality of Casselman, have a water meter tested to verify its accuracy, and the cost of such test will be borne by the Municipality if the water meter is deemed inaccurate by more than 5% of the actual flow. This test will be at the customer's expense if the water meter is deemed accurate to within 5% of actual flow.

If, for any reason, a water meter is found to be defective, the amount of the water service charge will be based on the average charge for the last six months.

Sudden increase in water consumption and costs

Several factors can explain a sudden increase in your water consumption.

Installation of new appliances such as water-cooled air conditioners, dishwashers, water heaters, heating systems, lawn sprinklers, swimming pools, etc.

Plumbing problems or leaks

  • Your meter is fitted with a leak indicator, a small red or black propeller.
  • To check for a water leak, turn off all taps and appliances that use water.
  • Then look to see if the leak indicator turns, moves or oscillates. If it does, water is flowing through the meter and there's a leak somewhere.
  • The owner is responsible for the maintenance and repair of the plumbing system inside a building.

Leaky toilet 

  • To check if a toilet is running, lift the tank lid and pour a little food coloring, tea or coffee into the tank. Wait 20 minutes without flushing.
  • If the colored liquid makes its way to the bowl, the flapper needs to be adjusted or replaced.
  • The owner is responsible for the maintenance and repair of the plumbing system inside a building.

Catch-up invoice

  • If your meter has not been read for one period, the next reading will show consumption for two periods. Your total bill will therefore be higher than usual, but without any increase in actual consumption.

Moving

To ensure that the water and sewer usage are billed to the right customer, there must be a meter reading when a change of ownership occurs.

If you sold your property, ask your lawyer to send a legal document to the municipality of Casselman providing the closing date of sale. You are responsible for the water usage up to the final meter reading.
