Any person having reasonable and probable grounds to believe that a member of the Council of the Municipality of Casselman has violated the Code of Conduct for Council Members may file a complaint with the Integrity Commissioner, in accordance with the Protocol for Complaints to the Integrity Commissioner.
Advisory role
The Integrity Commissioner provides confidential verbal and written advice to the Mayor, Councillors and members of local councils regarding their own status under the Code of Conduct for Council Members and Local Councils, and other by-laws, policies and procedures legislating ethical behaviour, including general advice regarding the Municipal Conflict of Interest Act. The Integrity Commissioner also provides opinions and reports to council and local boards on ethics and integrity issues.
Investigative role
Complaints about violations of the Code of Conduct are made to the Integrity Commissioner according to the complaint protocol approved by the Board. If the Integrity Commissioner finds a contravention, he may recommend the imposition of various sanctions by the Board. The sanctions available range from a suspension of remuneration to a reprimand or apology.
Educational role
The Integrity Commissioner is responsible for providing educational programs for local board members.

The Ombudsman is an independent citizen's advocate, responsible for investigating complaints from the public about provincial government services. His role is to ensure that public services are fair, transparent and accountable to Casselman residents.
His investigative powers are defined in the Ombudsman Act: he has the power to investigate complaints from the public, and his findings are presented annually and made public. The Ombudsman is also empowered to investigate administrative actions and decisions, such as closed municipal meetings.
