The Planning Department oversees the planning and management of the Municipality of Casselman's territory in accordance with the prescribed requirements of the province of Ontario. The department ensures that land use and proposed new subdivision, land use, and construction projects comply with the municipality's official plan and zoning by-law. New construction, land use, and redevelopment projects are subject to development charges.

If you want to use your property in a way that does not comply with the zoning bylaw, you may file an Application for a zoning amendment or an application for a local official plan amendment and send it to the Planning Department
The Government of Ontario adopted recent changes under the Planning Act to support the establishment of more secondary units to combat housing affordability and availability challenges. Accordingly, the Municipality Casselman has adopted amendments to the Official Plan and Zoning By-law permitting landowners to have a maximum of three (3) residential units on properties containing a detached house, a semi-detached house or a townhouse. This permission under these amendments is subject to zoning restriction and availability of water and wastewater service capacity. The Municipality of Casselman is responsible for the distribution and allocation of the capacity of municipal water and sanitary sewer collection services. New development shall be permitted only where it is confirmed that there is sufficient reserve capacity in the municipal water and services. Decisions for new developments are subject to the availability of water and wastewater services. As water and sanitary sewer capacity constraints has been recently identified in Casselman, the Municipality has adopted by by-law a policy for the distribution of water and sanitary sewer capacity.
