Development charges are growth fees that are used to recover the costs associated with the construction of new infrastructure and the increased municipal services to those who will benefit from them. Development charges are levied as a one-time fee on the development of new lands and new residential and commercial properties.
The Municipality of Casselman levies development charges in accordance with the Development Charges Act. The funds from development charges are allocated to specific projects and used solely to finance growth-related infrastructure. The current by-law is 2021-057 and includes amendment 2022-061.
In Casselman, development charges are levied on the capital costs of these services:
- Roads and related services
- Fire protection
- Parks and recreation
- Library
- Administration
According to municipal bylaws 2018-050, the Municipality of Casselman imposes development charges for water and wastewater. The fees are indexed to the cost of living.
