Community Improvement Plan

A Community Improvement Plan (CIP) is a tool that allows a municipality to allocate funds and implement policies for initiatives targeted towards a specifically defined project area. CIPs aim to encourage revitalization initiatives and/or stimulate development and redevelopment of a specific space. Once implemented, the plan enables municipalities to provide tax assistance, grants, or loans to aid in the revitalization of lands and/or buildings within the defined Community Improvement Project Area (CIPA). In 2022, the Municipality of Casselman adopted a Community Improvement Plan.

The project must be located within the Community Improvement Project Area as described in Section 2, in alignment with the objectives and goals outlined in Section 3.1, represent a land use that will result in economic development, and meet the detailed requirements outlined in Section 3.5 to be eligible to participate in the Economic Enterprise Encouragement Program (EEEP).

The municipal council may provide grants to registered property owners, assessed property owners, and tenants of lands and buildings.

Regarding grants, eligible costs may include expenses related to environmental studies, environmental site assessments, environmental remediation, development, redevelopment, construction, and reconstruction of lands and buildings for rehabilitation purposes or for implementing energy-efficient uses, buildings, structures, works, improvements, or installations.
